RUSSIA

The Ministry of Agriculture of the Russian Federation has submitted the Procedure for confirming the intended purpose of white sugar and raw sugar imported into the territory of the Russian Federation for registration. The proposed document provides, among other things:

  • the share of the Russian Federation in the authorized capital of the importer of white sugar must be at least 50%
  • importers of white sugar and raw sugar must have a history of sugar import-export operations in 2015-2020, or sugar production activities in 2020-2021
  • importers of white sugar must have proven experience in agricultural exchange trading in 2015-2021
  • the quota is issued to applicants until the final volume of imports of raw sugar and white sugar reaches 300 thousand tons (calculated according to the formula sugar = raw sugar * 0.98)

UKRAINE

Agrarian Policy Minister Roman Leshchenko promised sugar producers to find cheap gas for the 2022/2023 season in case of ultra-high prices, although the authorities ignored a similar request from sugar factories in the autumn of 2021.

According to the State Statistics Service, in January-October 2021, sugar prices increased by 65.6%. In just a year, the price has leaped from UAH 13.1 (RUB 35.51) to UAH 27.5 (RUB 74.56) per kilogram. According to experts, in 2022 we should expect a growth of sugar prices by another 20% at least, according to the Ukrainian press.
