According to Sugar.Ru, the Russian customs interprets the order of the Ministry of Agriculture on the export of sugar under the agreement under Resolution 522 as a complete ban on sugar supplies outside the countries of the Customs Union, and blocks such exports.

The Ust-Labinsk sugar plant "Svoboda", a member of the Progress Agro group of companies, has begun accepting and processing sugar beets. Full processing capacity (i.e. 7 000 MT DC on beet) is planned to reach starting from August 7.
