RUSSIA

According to Sugar.ru price monitoring data for the period from 13.09.2018 to 20.09.2018 the US dollar rate dropped by -3.7% (on 13.09 - RUR 69.57/$, on 20.09 - RUR 67.01/$). Ruble Moscow wholesale price for sugar increased by 1.00 RUR/kg (+2.94%), Krasnodar wholesale price increased by 2.00 RUR/kg (+6.45%). US dollar Moscow wholesale price for sugar increased by $0.033 /kg (+6.75%), Krasnodar wholesale price increased by $0.046 /kg (+10.31%).

Last week wholesale prices for sugar continued to grow and have reached the level of RUR 33/kg for self-export and railway shipment by Thursday, September 20. This growth was fertilized by the news from the fields, which are getting more and more pessimistic every day. If a week ago, Soyuzrossahar announced 6.0 million tons to be a new forecast for the production of sugar in the current season, today the consensus estimate dropped to 5.9 million tons, with a strong downward trend. This is due to the fact that not only Krasnodar is expected to produce less sugar than last year. So, the yield in the Lipetsk region dropped from 38.0 MT/ha in 2017 to 32.0 MT/ha this year, a drop that cannot be compensated even by high sucrose content. Accordingly, sugar production from hectare is expected to be lower by 13-14%.

According to the railway monitoring data by Sugar.Ru, in 20 days of September 2018 Russia imported 2 573 tons of sugar (for comparison, in August – 13 thousand tons). Export of white sugar by rail from the beginning of September amounted to 8,924 thousand tons (total 15 thousand tons in August), of which 744 tons went to Uzbekistan, and 1,619 tons to Azerbaijan. Most likely this is sugar, which was sold back in August at low prices. The transit of white sugar by the Russian railway has decreased as well, 15 300 tons from September 1 to September 20 (in August 37,500 tons).

In Kazakhstan the attempts are continuing to revive the opportunity of duty-free import of white sugar to the country for processing, which was closed by a decree of the Kazakh government on July 27, prohibiting imports of white sugar under the regime of free economic zones starting from August 1, 2018. Producers of confectionery products and beverages in numerous publications of the media insist that this caused a deficit of sugar in the country, and hence the rise in prices for end products. As a reminder, the regime of preferential import of raw sugar into Kazakhstan is effective until the end of next year.
